City of Stanwood utility bills, (water, sewer, drainage) can now be paid online through the Xpress Bill Pay websiteYou can set up Paperless Billing and/or AutoPay with Xpress Bill Pay. If you need any assistance in setting this up, feel free to give us a call and we'll walk you through the process.

BE ADVISED!

We have become aware Stanwood Utility Customers have unknowingly used the Payment Service DOXO to pay their Utility Bills. The City of Stanwood has no affiliation with DOXO. Any payments made through them, or any other payment service not affiliated with the City, may not be received timely, or at all, which can result in service termination. 

To ensure timely payment and avoid unnecessary fees, Stanwood Utility Customers should use the Xpress Bill Pay website described above or call us directly @360-629-2181, Option 1. 

Pay in Person  

We have a secure "Drop Box" located at the front of the building, on the left-hand side of our doors, where you can drop your payment any time of the day. 

When City Hall is open, you can pay your bill in person at the City of Stanwood (10220 270th Street NW) between the hours of 9 am and 5 pm

Pay by Phone

If you would like to make a payment over the phone with a credit card, during regular business hours, call 360-629-2181, select option 1.

Payment Arrangements

If you are unable to pay your bill by the due date, please call Marcy Mathis. Her direct line is @ 360-454-5204 and she will go over the payment arrangement options. You can expedite this process by clicking on this link, "Fillable Payment Arrangements" and it will take you to the fillable form. Once completed and submitted it will go directly to our Finance Department for processing.

To Start / Stop Your Service

Whether you are the owner or renter please contact City Hall's Billing Department to start or stop your utility billing @360-629-2181 option 1. 

You may also submit your information using the form below and it will go to our accounting department. Please provide as much information as possible, including your phone number and email, so we can contact you with any questions in order to fulfill your request quickly and accurately.

Tenant Billing Authorization Form

Stanwood Municipal Code requires that utility accounts must be in the name of the property owners. Property owners may request, in writing, that tenants and/or property management companies receive bills, payment reminders, and shut off notices. The city may deny billing tenants based on past history of individual accounts. Utility charges remain with the property, regardless of changes of occupancy or ownership. Property owners must complete an Authorization For Tenant Billing form with each change in occupancy. Past due account balances must be paid in full before a new tenant is setup to receive bills. If owner requests billings sent to tenant, the city will not send copies to the owner. Owners will be sent a copy of past due notices.
